Soulspace people do use the police and civil court orders if he's using different numbers and follows you.
I've had alot of guys who contact me when I don't want them to. I shout "fuck off" or "don't make me tell you to fuck off" or "what the fuck is wrong with you, stop calling me" Which has worked on every occasion lol Except a long term ex who followed me, spied on me, turned up at places I go, text me 200 times in a few hours without me responding once, pushed his way into my house (I had him arrested), dumped his rubbish on my path, broke in and stole my hair straighteners from my bed room and cum on my bedroom floor - he admitted all of it except the cum. Anyway I got a civil court order which has arrest powers eventually.
If he gets worse get official help. But don't get paranoid because in these situations the imagination can run away with you. Work out what is real and what isn't. It's easy to get paranoid and imagine you're followed but with my ex he always made himself known to be following me. I still carried on my life as normal and I'd say "hi, you alright" to him when he creepily turned up places. Getting upset, changing your life or living in fear is probably what they want when they're crazy like that - I don't know and that's a guess but the way I saw it someone else's creepy behaviour is their problem rather than mine.
