They are looking for

The wrong guy. It baffles me that people trained to notice these things haven't noticed?

Or maybe they have and they just don't care.


Some guy, who is not the shooter will be hellbent to convince them otherwise if they are hellbent to blame anyone who looks remotely similar.

These two men are wearing different jackets and differet backpacks. One jacket has pockets. The other does not.

One jacket is a lighter color than the other.

Are these really the same man? I don't think so.

One jacket only zips partially down. It is a pull over.

The other is a proper jacket which zips and buttons all the way down.

The lighting is definitely a factor in color but these differences in clothing are not to be dismissed.
@JaggedLittlePill and lighting affects everything equally. No variation makes the backpack straps darker than the jacket from one angle and much lighter from another. (Unless the straps are reflective, but it doesn't look like that either.)
