Let's say you have 4k in savings... [I Ramble]

And you're going to use it to move away to another country and stay with someone while you get your life together.

But a relative knows you have that amount and they want to borrow it to buy their own stuff/pay bills.

Are you obligated to give it to them? Or is it okay to say, "No, that's my savings to move with."

* This is a serious question btw... 馃槬

That's your money, and you are not obligated to give it to anyone else. However, if there were an emergency, such as they are about to get kicked out of the house, and I could replenish the funds before I was going, either through repayment or my own means, I would consider a short-term loan. With respect to their bills and such, that's for them to solve, not you.
