My brother coming out of jail soon and my mom is really stressed about it because she knows he's just going to go right back to jail when he gets out I want to help her but I don't know how what should I do?

Are they sending him straight home or is he going to a halfway house?
Those going through halfway houses first are less likely to return to jail. Idk if that's an option for your brother or not.
