I Have a Question

Is there anyways to get some privacy at my place, my neighbors are always talking loud in the halls and i cant get anything done. Im in school and i cant even do homework here. I have to wait till i can go to the college library, shes very hyperactive and will talk to anyone she sees out in the halls, I dont feel like i can really do anything cause its not a crime to talk but she has a loud voice and it might be quiet for 5 minutes but then shes out again, she'll go in and out all day long constantly talking, she rarely goes out so theres no break there. I cant just move cause its hud and im out of work, I might have a job soon handing out samples in stores so that will be a big help if i want to move or at least get away from her, i just find it exhausting to hear someone constantly talk, I run a fan but i still hear her, i already wear earplugs at night so i dont want to wear them during the day too. it hurts my ears. any suggestions? and anyone else going thru this, i think i have ADD cause i cant tune her out.

I don't think it's ADD, some things are just annoying. I usually say "it's not the first half hour of the neighbor's dog barking constantly...". Just to relate, I've had neighbors from hell. I hate to say this, but if there's no legal recourse, then there isn't much you can do to remove her. That leaves things you can do:
1. Noise cancelling earbuds, etc. Since you don't work, not sure how you can afford these.
2. White noise generators, you've tried a fan, the simplest one is to blast the "static" on a radio (I had a friend who did this). There are some for free on the 'net.
3. Talk to the super about relocating. I know you said you can't "move", but there must be other locations within HUD.
