What is this metal piece from?

Its a cotter pin. Used for retaining a bolt, shaft, or nut.

Looks like a vintage tongue scraper/cleaner to me. To use it, a person holds the two parallel ends together as a handle and draws the curved loop across the surface of the tongue to remove residue and freshen breath. I also could be very wrong.
