How long does it take for new rivers and creeks to form?

Could culverts and ditches become future mini creeks and rivers in the future from constant floods and rain?

Nature is going to reclaim our creations eventually.

ditches and culverts wont necessarily have a persistent water source but human-made rivers are possible, sure.
