I had run into the same problem. I finally decided to get smart for a change and save up my money this year and by the end of the year I'll have enough for a down payment on my own home or mobile home. That way I'm not throwing away money every month and I'll have my own place with my own rules and I can paint or do whatever I please! 😂 No more stupid inspections! Hahaha

Now you could look into subsidized housing without getting on a list. I'm in one right now and I really wasn't on any kind of list. I just waited until they had an opening and it was easy peasy. Some decide to live in their car or van. That saves a lot of money if one is up to it but that takes a lot of work as well, but if I were in better physical shape I believe I would go that route but I'm almost 80 now so that's like out! Hahaha ...otherwise I would love to do that.
There are ways to soundproof a room. Not sure if this would help since the trains have a lot bass sounds that are hard to block. https://www.bobvila.com/articles/how-to-soundproof-a-bedroom/
Another idea is to wear ear covers to cut out the sound. Not sure how those would be to sleep on though.

Another idea is a noise generator. I have one that sounds like a stream running. It blocks out most other noises.

@JamesBugman I use a fan and wear earplugs and still hear them, I take stuff like benadryl and melatonin but they still wake me up

Could have something built too. Make it out of solid 2X4's with insulation all around and a sliding door to get in/out. Might be kinda fun to build something like that.
Get a medical check up with a focus on how your current apartment is unsuitable for your needs.

It could determine that your home is unfit for you to live there and you might be deemed homeless as a result. From there you'll get higher priority need and they should have responsibility to house you somewhere safer for you. You might end up in emergency accommodation for a while, though.

@HootyTheNightOwl I tried getting reasonable accomodations from Catholic charities which owns this building to move me to one of their other bldg but they denied it. I do run a fan and wear earplugs and take Benadryl and melatonin but I still get woken up
@pearllederman It's harder to deny once you have medical evidence on your side.

@HootyTheNightOwl I gave them my doctors name and where she worked and they never sent it to her. I've been on a waiting list for syr housing for 2 yrs, used to live there, now they have an apt for me, Im going to move the 21st of this month, I'm taking it, I wanted to be near my friends again.

There are white noise machines you can get from ebay or amazon, one of those placed by the wall or window that the trains are near should help to block the noise of the trains.

If you want to try white noise before buying a machine there are plenty of options on youtube.
