Is the cdc stopping people from going thru their families stuff after they die?

my sister died back in sept, my brother was going to pay someone to go thru her stuff, i had asked him to ask the person to mail us family pictures cause i knew my sister had a lot of them, i asked my brother recently why noone has been there yet, we dont live where she lived, he said the place was taped up, that dont make sense since noone killed her that i know of and she didnt have covid, so why all that tape and why arent they letting anyone in there?
