Tell authorities shes outside talking to herself and waving her arms . Tell them you are concerned she could injure herself and maybe someone else

Keep turning her in... also keep a log of her behaviour and your reports to management so that you can prove the pattern if they "lose" any notes or something.

@HootyTheNightOwl The woman is probably keeping a running list against anyone she can with lists of minor grievances & complaints trying to make a case out of it to cause trouble. I’ve worked with two women at different jobs who habitually did this and kept notebooks filled with things.
@cherokeepatti I'm not calling it one way or the other - but, if it is as you say, then she will need help herself and that could be a good way of getting it, too.

Fortunately, my sister in law is finally in a safe place and getting the help that she sorely needed - though not before she isolated herself from all the family she has.

She is mental. I don’t know the name of what her problem is but have known several people like this including my sister. They are legalistic against people and will collect lists of wrongs by anyone that they know including neighbors, co-workers or family members to try to use against them. And most likely collect those lists in a notebook. All of them ones I’ve known have taken medication & the problem may be due to a brain & seizure disorder. They don’t actually have to have seizures but may be treated with seizure medication. The police will get tired of her constant complaints, they probably already are. They can be terrible at harassing people with their minor or imagined complaints.
I think it is best if you and your other neighbour together with management of your place report to the police about her behavior including the photos that she has taken from you...
Every time she calls the police she's giving herself a little more rope to hang herself with. The police will see what's going on.

@MySecretIdentity1 good point, ive thought of calling adult protective services on her but was waiting to see what management would do
