Why do people feel the need to respond to "black lives matter" with "all lives matter!"

What aren't you getting here? It's not about exclusion. It's about bringing attention to a particular group that is being mistreated.

Exactly. It's the same reason feminism is called feminism and not equalism. It's focusing on the especially disadvantaged group
