Funny my daughter just asked me my opinion on this last night. It must be trending. I can see some arguments for a graduated fine. Poor people have proportionately a larger penalty and deterrent than rich people. This could be seen as unfair that rich people can just buy their way out of trouble with little pain. However, I'm sure demerit points would be the same and rich people's insurance would increase more since presumably they would have more expensive cars.
