The closest I've seen is PR people, and certain leadership positions... PR just have to figure out ways to give out the best PR but it's so natural to some, they're basically just showing up... but so many people have that degree and there aren't enough jobs for it.
There are certain leadership positions where their job is basically to be an internal PR person, or make it look like they're doing something, when really not too much is changing or anyone would have down that.
I've heard about and now have experienced some cases where leadership has basically changed things, just so they can put something in their resume.
There was no need for the change, the change didn't improve much or change much, the biggest difference is the name and color of the materials and a couple of small PR things.
