This is a very controversial topic...
As a father of four boys I always remind my teenage son and my adult son that they have to take precautions, and think toward their own futures, before having sex with any woman at this stage in their lives. The reason being is that I, as a father, will NOT support any mistakes (intentional or not) that occur as a result of such actions. Instead I have made one blanket statement:
"If you can make them, you can get a job and support them"
Children cost on average, $1000 USD - $2000, USD a month to support in a dual income household (statistics taken off Google from guidelines for both FL and VA).
The reality is most divorced parents are only paying a fraction of that because that is all they can afford.
My thoughts are both conservative and very black and white on this issue. If someone, as a potential parent, needs assistance from the state, then they simply can not afford to raise a child and should never have procreated. Why am I being so harsh?! I mean, in reality it's none of my business right?
Wrong... it is everyone's business:
If someone is receiving support for their child from the state OR they are having the state raise their child because they failed to do so appropriately, or couldn't afford it, then the issue becomes the responsibility of every honest tax payer in the United States. Therefore the question becomes, why do I have to pay for someone else's child? I didn't make them and they aren't my legal responsibility.
Now would I adopt a child in need? Absolutely, if my finances are in order and I know that I can allot a certain amount of money so that the child can grow up comfortably. However I don't think the state has any business raising or supporting anyone's children.

If by state you mean foster care OH HELL NO! The foster system is state sanctioned child abuse .
