Depends to who...
My parents have said I'll always be a kid/baby to then.
I once knew a mentally challenged person, in their 40s or 50s, but mentally he was maybe 10, at most. Great guy, would always do the right thing. But never be allowed to drive, or trust him to do things without some general supervision, didn't have to be close, but at least in the general area to help him, should he come across a new situation.
But generally under other circumstances, no!
