Do strangers randomly come up to you in public ?? If they do, what usually is their reason ??

I have done a bit of theater, so when I was active in that it would not be unusual for a stranger who had seen a play I was in come up to me and comment.

But there also was a period of time when people would often say hello to me, mistaking me for a particular member of the city council in a nearby city.
