Do you remember this guy from Peterborough in the 90s

I'm been thinking about my teenage years growing up in Peterborough in the 90's and this guy came to mind, I clearly remember him walking in the Peterborough bus station a bold guy I think he had down syndrome I could be wrong he was wearing a red football top maybe a Manchester United shirt, he wore tracksuit shorts, may of worn sandals on the back of the shirt somebody wrote in black marker Don't mess with, i can't recall the rest
