Does Anyone Have a Clue What This Could Be?

It's a vintage razor blade sharpener.

Grandpa had one and he said he sharpened his rasor with it. I never saw him use it. He also had a strop that he used for the same purpose. I think the strop must have worked better

i've seen one before in a similar setting, that's all i know for sure. possibly some sort of tool for making something?
