the problem is they suck up so much electricity and it ends up costing the people around them more for power. if you are electricity dependent for heating and cooking - that will add quite a bit to your budget.
The neighbors won't get the benefits for the centers. They don't hire a lot of people either.

I had to read that a few times and slowly to untangle the prose, but I cannot see how he thinks data-centres will enrich their localities generally.
Really, he is repeating the AI companies' claims, and they and President Trump seem to be jolly good pals. Yet once built by people already in their trades these installations will provide a lot less employment in return for the many more posts likely to be lost to AI.
Most of that operational employment will be open only to very highly-qualified people too. Being a clerical officer able to use 'Word' and 'Excel' but displaced by AI, would not be enough for maintaining a bank of servers.
The country - not only the USA but any nation accommodating these giant American and Chinese IT companies - would also have to be very, very strict over location, applicable planning regulations, water and electricity supplies and environmental concerns generally. Are they holding these firms sufficiently to account?
As for being able to cut taxes, that will work only if pro-rata with the data-centre owners paying all their due national and regional taxes; wherever they operate.
