Yes, but while he does this a lot, he isn't the first to do it.
The good part is that a judge just ruled his SAVE America Act is at least partly unconstitutional. That will tie it up for a bit (or permanently) and should help him see his way to signing the house affordability bill.

All elections are rigged. He is trying to fix it. I'm not sure the fix is legal, but its better then nothing.

I heard something about that. The way it sounded was he wouldn’t sign until the bill he wants passed. Strategy I guess? Idk
