The ICC doesn’t have that kind of teeth.
But, if they issued a warrant for arrest, and Orange Julius visited somewhere in a signatory country, such as his golf course in Scotland, then the police force of that signatory country would be obligated to arrest him and turn him over.
As for the meat of your question…should the ICC issue an arrest warrant for him…that depends largely on whether or not his actions rise to the level of crimes against humanity and/or the international community, and if the court system of the US is deemed to be so broken as to be unable to prosecute for said crimes.
