Those will stop half the problem and free up lots of space for farming and residences.
Then restore agricultural fuel production from hemp (thc is a hydrocarbon, Soluble in alcohol; making "gasoline"; let it evaporate off it becomes "crude oil. Add back alcohol after some processing it becomes gasoline.) become "isolationist" pay the us debt. And the war(s) will end itself (themselves).
