He inacted the policies that let people like Joseph Mengale expirment on people, mostly children.
The experiments were painful, torturous, and produced no beneficial results to society.

It's true that Nazi Germany was trying to do so. I don't think Hitler personally oversaw the experiments. Funny thing is, there was a guy who looked exactly like Hitler, who was just a run of the mill German citizen. He ended up in one of the death camps because he was considered to be of inferior stock.
