Would you say you have a baseline of happiness?

I read a psychologist once said that for us to thrive or enjoy life etc, we need a baseline in our lives of happiness. I really cant say its true for me..its been hypervigilance, anxiety etc. I know that a lot of that happiness comes from liking oneself, trusting oneself. Im working on not doubting myself, because that is where my happiness diminishes.

What does a "baseline of happiness" even mean, a d how could you consider setting such a line?
You don't need a "baseline of happiness", you just need to find some sources of happiness and not get mired in negativity all the time.
