It does indeed. It stems from the chocolate supplied to the troops in WWII for emergency rations. To keep the soldiers from eating it in Jin-emergency situations the supplier was told to make no more tasty than a cold potato.

America's version of most things tend to blow.
Back during my Portland days, there was a Dutch store near my local public transportation bus transfer center that sold imported European chocolate, for decent prices, they were so good.
