A blue state control. Control by power districts.

Maryland’s congressional delegation was redrawn in 2022 to turn a 7–1 Democratic edge into a potential 8–0 Democratic sweep, eliminating the last competitive Republican district.
State legislative districts are also structured so that party control is entrenched, with maps designed to protect incumbents and dilute opposition votes.
This isn't about population alone—it's about how lines are drawn. Even in a state like Maryland, where Democrats dominate, the process allows a minority of decision-makers to entrench power, making most elections non-competitive.

So yes—a few districts, shaped by political insiders, do control the state, not the voters.

There are a few things that are done in broad daylight that we the people would be arrested for, like lobbying, filibustering and this here, gerrymandering. I just don't get why any of that shit is legal or acceptable.
