Its not a democracy unless every citizens voted on every issue every time.

Therefore at best its an Indirect democracy, also known as representative democracy, is a system of government where citizens elect representatives to make decisions on their behalf. These representatives are responsible for passing laws and making policies that reflect the will of the people.
And at worst a "republic".
A state in which supreme power is held by the people and their elected representatives, and which has an elected or nominated president rather than a monarch.
