@walabby: there's a treaty between Mexico and America to protect the river and not to build anything on it, meaning the wall, fence, or any obstruction to the river is a compromise of that treaty

It can't happen until it passes through Congress, so it looks like we'll have to wait until the 2018 election for a supermajority first
