@walabby: there's a treaty between Mexico and America to protect the river and not to build anything on it, meaning the wall, fence, or any obstruction to the river is a compromise of that treaty

@walabby: as far as I know of, no. But building something that blocks the river means the treaty is compromised and is an act of war, rendering the entire wall completely fucking useless
