I wonder about that... I think it is a living and breathing thing... it's alive and it breathes in and out and is constantly growing.. being fed by human desires... there is a will to be honest but then there is a sense of greed that drives decision making process. When good people drop out because they are frustrated... it leaves decisions in the hands of the most greedy. Greed is a necessary desire but it needs to be counterbalanced with concern for the lives of as many people as possible.

At it's core, no, but it doesn't seem to take into account the natural greed of people. Money corrupts, power corrupts absolutely
