Likely because of a records verification issue. USA companies must report what they sold directly to the IRS. There's little way foreign countries can verify by USA standards. The ruling as well can only apply to USA companies since our courts only apply to the USA.

It will be interesting if Congress itself makes any laws on a international basis. The courts would have to rule in favor internationally since its a actual congregational law. These tariffs are by executive orders. No court can rule solely on executive orders internationallly. Yet congressional laws a court can.
