Are the GOP fiscaly cónservative

If so what have they done to be seen as fiscaly conservsative have they been fiscaly conservtive during the last 45 years have they ever balanced a budget or even comming close to do it during that time.

The President generally cannot spend money without Congress passing an appropriation, as the Constitution grants Congress the "power of the purse". Limited exceptions include spending during severe national emergencies, using previously delegated statutory authority, or utilizing funds in "mandatory" spending categories, though all must follow the Impoundment Control Act of 1974.
