If so what have they done to be seen as fiscaly conservsative have they been fiscaly conservtive during the last 45 years have they ever balanced a budget or even comming close to do it during that time.

The last time the U.S. federal budget was balanced was in 1969. Since then, consistent annual deficits have been run by both parties. While the Clinton administration (Democrat) achieved budget surpluses in the late 1990s, the national debt has increased under both Democratic and Republican administrations, regardless of which party controlled Congress.
