Why is it a code violation to use vacant warehouse space, empty office buildings and defunct retail stores or shopping malls as:

Homeless shelters, but not detention facilities? Does anyone else ask that question?


Should warehouse/office space and defunct stores be allowed to be used as homeless shelters?
