I heard the above summed up as follows: That the FCC is responsible for making sure the American people hear FAIR and balanced coverage of major issues by the major networks. Jimmy Kimmel was very, very far from being fair, OR balanced, and as such was a very poor representative of Disney and ABC.
And it was ABC who fired Kimmel.
