How is Russia a threat when it was the West under Neo Cons trying to encircle Russia by putting ICBMs around Russia. More war mongering form the West.

Do you know what an ICBM is?
It stands for an "Intercontinental Ballistic Missile."
In other words, a ballistic missile capable of traveling between continents.
U.S. ICBMs weren't "encircling" Russia. All of U.S. ICBMs were and are located in the United States.
Oh, and by the way, which country test launched the very first ICBM?
The Soviet Union, with the R-7 Semyorka missile, on August 21, 1957. It had a range of over 3,700 miles, capable of striking parts of the United States. The improved R-7A, which became operational in 1960, had a range of 7,500 miles, allowing a Soviet nuclear warhead to reach anywhere in the United States.
So spare me the "encirclment" tears..

@beckyromero Wrong everyone knows that United states is trying to encircle Russia. They want to set up a shield were they can knock out Russian ICBM's which that's what basically the west is doing provoking other Nations.

You have North Korea to the east, China to the south, Muslims to the southwest and polar bears to the north.
Better watch out for those polar bears. With global warming and less sea ice in the Arctic they're heading into Russian towns for human snacks.

Why would Russia put an ICBM in Mexico? To attack what? South America? Africa? Maybe those pesky penguins in Antarctica. You apparently still don't know what an intercontinental ballistic missile actually is.
Of course, when the Soviets tried to put medium range ballistic missiles in Cuba, it only led to the United States to take the Soviet threat more seriously after the neglience of the Eisenhower administation.
To end a war we didn't start. To develop a weapon before Nazi Germany did. I wonder what the Nazis would have done with nukes during their war with the Soviets? And don't think the Japanese were so innocent. They had their own atomic bomb program.

Today, the United States has a population of nearly 50 million more than the nations that made up the former Soviet Union. The U.S. population is about 235% more than today's Russia. In fact, Russia's population today is lower than it was in 1989.
At this rate mid mid-next century a map may simply show most of northern Asia as a land once called Russia but where the majority of people speak Chinese.

Signed on December 5, 1994, it involved Ukraine, Russia, the United States, and the United Kingdom. In exchange for Ukraine giving up its nuclear arsenal, which it inherited from the Soviet Union, these countries pledged security assurances, including respecting Ukraine's sovereignty and territorial integrity.
Of course this memorandum was not a binding treaty and the BM was 'assurances' and not 'guarantees' with no mechanism in place to enforce it were it ever violated. The illegal takeover of Crimea was the first violation, and Putin was not held accountable for it.
Perhaps had Ukraine kept their nukes, Putin would not have invaded.
