Could have, would have, should have.

Look at total voters in each of the states and proportionality. If the had voted, who would have won?

We don't know. Because many of the people who don't vote are the same people who don't respond to pollster's questions.

Both parties like to assume that if everyone voted, their party would have won. But there's no way to draw a solid conclusion without evidence.
