Those silos were built in the 60's.
It is so very twisted that he talks out of both sides of his mouth when it comes to modernizing and upkeeping the military, while plundering the very coffers that have real priorities.
Seems it would have been easier swallowed had he taken it from those new ICE funds.
The whole thing is so...corrupt isn't descriptive enough.
