Do you understand the difference between announce and implemented?

Let's give you an example:

Feb 2025: Apple will spend $500B in the US over the next 5 years.

Let's go back in time:

2021: Apple will spend $430B in the US over the next 5 years.

2022: Apple will spend $450B in the US over the next 5 years.

2023: Apple will spend $460B in the US over the next 5 years.

2024: Apple will spend $479B in the US over the next 5 years.

Also, April 2025: Apple will move its US-bound product manufacturing from China to India, and some manufacturing also moving to Vietnam.

Translation: Apple is not pulling an additional $500B from the ban and investing it into the US. It is adjusting its business plan to projected demand.

Perhaps you can list the mega billion dollar investments Trump announced this year? How about in 2017? And what happened to them?

The Inflation Reduction Act 2022 allocated $400bn towards clean energy projects . . which were largely eviscerated by Trump.

The subject is multibillion dollar new investments by companies returning or bringing production to the US.
