Base citizenship on how much you vote. If any pass on certain issues, say local issues, then you have less citizenship rights.
Fees wouldn't work. Some can't afford any fees. Think of a migrant worker. Barely surviving.
You want to encourage voting. So you need to reward voting. Not penalize for not voting.
Refusing to vote on anything could be deportation from the area, state or country with loss of citizenship.
The carrot or stick principle works.

@sstronaut That's what I worry about. More people who aren't interested in politics and can't be arsed to learn that the Heritage Foundation has a whole two gazillion page manifesto they're going to cram down our throat voting for the guy who screams the loudest about the economy.

Seriously, though, I'd be in favor of it, but the same type of people who think getting vaccinated against deadly diseases is an infringement on their freedom would be complaining about it.
