What would Trump or the Congress do if they wanted to end homelessness and make housing something everyone has?

I don't know if it would even pass his mind . . but the most obvious solutions are to increase the supply of housing by speeding up the planning process and encouraging public bodies to build, to be funded by increased taxes on second homes.
