The Arctic coastline should be controlled by only those nations bordering their sections of it: Canada, Denmark, Norway, Russia and The United States of America.
The BEST way of defending the Arctic is for the U.S. to immediately side with Canada on the Northwest Passage issue and therefore any attempt by the Russians or the Chinese to violate Canadian sovereign waters by force would allow Canada to invoke Article 5 of the NATO charter.
