Assad created a channel allowing Hizballah to smuggle missiles, arms and ammunition to Hizballah, allowing the latter to become the only party in Lebanon to have weapons, and use them them as they please. This gave Hizballah the power over all aspects of life in Lebanon, as well as the power to wage war against Israel, destroying Lebanon a couple of times, wrecking its economy, port, controlling the airport, etc.
In return, Hizballah provided an army that fought in Syria's civil war, and killed hundreds of thousands of Syrians.
