Well just like us immigrants come in all shapes, sizes, skill sets, values, circumstances, and financial standings. So you can simultaneously have immigrants who are seeking refuge and government assistance while having another immigrant coming into the country to invest hundred million dollars into a medium sized city hoping to see growth and a heavy profit in many decades of growth. You have doctors and drug smugglers coming in at the same time the sick and health, bums and back breaking workers. Well exactly. Sure there are shitty people coming in to leach off the system just as there are natural born citizens doing the same. The silly part is when a person or a political faction tries to claim that immigrants as a category are both lazy moochers AND taking jobs away.
Until they have a job they live on the government. The goal is to make them a part of society. However most of them end up used where they work for free and their boss gets paid by the state to have them there.
