George Washington wasn't first president of the United States?

Interesting, and one can certainly argue for that. But, considering his powers were the same as the congress, its a little bit of a strech. Nonetheless, folks would be good to understand that the United States had a different form of government for 11 years between the Declaration of Independence and George Washington.
