It is not in the long term interest of politicians to solve problems

Getting an unfixed problem fixed is always going to be more important to voters than having credit for an already fixed problem.

This is how you get politicians fighting for the same issues for decades but only making token gains at resolution.

Just something to think about when you hear that 60%, 70%, or 80% of people across party lines desire something and yet somehow nothing gets done. For a politician, the promise to do something is worth more than getting it done.
