REASONS explain why you do something.

DeSantis relocates migrants from Texas ( not even his own state) for a publicity stunt to make guys like you cheer him like a hero.
The Biden administration relocates migrant minors - that means children,ok?- so that they can either be reunited with family or put up by sponsors. Because they're just kids.
Is this really so hard to understand?
