@GoDodgers The middle class have largely fled the state, a good part of that surplus was federal money he TOOK for a huge failed railroad project which you will never see, his policies on Covid nearly shut down the entire nation when the ports in his state bogged down, and he would rather suck the private parts of the EPA and allow guppies to have plenty of water than give water to farmers. His state is bogged down with drug use, crime, and homelessness, and he does NOTHING but shut down more gas pipelines.
He allowed a Chinese communist to manage the retirement accounts of ALL state employees, and their money went directly to funding the CCP army.

California is a donor state, meaning they pay more in federal tax money than they receive, so that argument won't wash.
Ports were bogged down, not because of Covid, but because due to Covid people were buying more and more which meant the number of containers coming in tripled. Not enough trucks to haul the stuff out of the ports, and not enough room to just let it sit until it could be picked up.
There has been basically no rain in several years now, and the farmers kept watering as though there was no draught.
I do believe the State should have built several desal plants, there is an entire ocean with plenty of water.
