It's not like it was an "accident". Kids bully other kids.
Some kind of consequences are in order for three boys purposefully harassing and distressing another person. Perhaps whatever the policy is for bullying?
However perhaps the school is crap at dealing with bullying which is why it escalated to sexual harassment charges so as to kick up a fuss. That's the only way parents get attention from school administration to deal with a problem
