She didn't explain her reasoning or how that makes any sense, but she has registered her support for "the replacement theory" that white people are going to be replaced.

What she is doing is offering the killer a way out. If he makes up a story about how a government agent recruited him to take out some domestic enemies of America and stick to it in court he might get a "not guilty" verdict. Of course he won't be able to produce the letter of reprisal but he can claim that a federal agent said that he was doing official government business by shooting those people. And we all know how the government takes out people in other countries.
